Which of the following most accurately describes the problem?

THE BOARD of British Leyland Ltd has decided that further investment in the Scottish plant of the Truck and Bus Group is to proceed.

Although Truck and Bus in common with the whole of the motor industry has been affected by the current recession, the group's business base has been largely maintained and production targets are being achieved.

Increase

As a consequence expansion of manufacturing facilities at the Bathgate plant and at Albion Motors in Glasgow will continue.

On this second stage investment Om will be used and provide facilities for a 60 per cent increase in the production of rear axles at the Albion Motors plant in Glasgow, and Om to provide a 30 per cent increase in capacity for diesel engines production at the Bathgate plant.

Progress

This is in addition to the announcement earlier this year of the first-stage ElOm investment, from which work is already in progress, and the Scottish plant to expand engine machining, assembly and test facilities, also truck assembly and cab trim with initial work at the Glasgow site involving off-highway parking facilities.
