Which of the following most accurately describes the problem?

you stated that "triangular rear reflectors must be fitted on all trailers (semi and drawbar and caravans). . . ."

My understanding of the relevant regulation is that a trailer plate need not be carried on any trailer forming part of an articulated vehicle. Could you clarify this point?

A The new type of triangular rear reflector is

not to be confused with the trailer plate recpred to be fitted only to drawbar trailers under Regulation 67 of the Construction and Use Regulations 1969. In the case of a drawbar trailer, where the new type of reflector is fitted, if it is surrounded by a half-an-inch wide white border then the trailer plate is not required.

Articulated semi-trailers are required to carry the new triangular rear reflectors if they qualify by age (first used on or after July 1 1970) but in this case no white border is required. The legislation concerned is The Road Vehicles Lighting (Amendment) Regulations 1968, Sections 23 and 23A, which states that reflectors to the specification of BS AU40 L III or L IIIA (illustrations of these types were shown with the answers on April 2) must be carried -on every trailer supplied . .. to any person". Earlier in the Regulation it is made clear that the reference to trailers includes semi-trailers.
