USING A VEHICLE without an 0-licence has cost an Essex trader £500 in fines and costs.

John Ian Galsworthy, of Orchard Avenue,Hockley, admitted the offence when he appeared before the Harlow magistrates.

Anthony Ostrin, prosecuting for VOSA. said a vehicle driven by Galsworthy was stopped while carrying shrubs and plants. It had a gross plated weight of 7,500kg. When the vehicle was examined it was found that two 0-licence identity discs were being Summary displayed, but one had expired in 1999 and the other in 2(()0.

Enquiries at the local Traffic Area Office revealed that Galsworthy and his wife had made a joint application for an 0-licence on 6 March 2()03 but as no payment was received it was treated as not taken up".

Galsworthy told the court that he had originally been issued with a licence. He had sent a cheque, which he claimed had been cashed, then that cheque had been returned to him. Ile maintained that he thought he had the licence at the time the vehicle was checked.

The magistrates fined Galsworthy £300 with £200 costs
