Which of the following most accurately describes the problem?

Phil Siret, a mechanic at National Carriers in Oxford, has won a Winston Churchill Memorial Trust Fellowship. He is visiting France, Holland and Germany to look at road transport operations and to meet senior industry representatives.

Churchill Fellowships are given to those who wish to expand their knowledge of their occupation through travel. Mr Siret's selection, from over 2,000 applicants, was helped by his knowledge of both German and French, which he learnt at evening classes. He will receive about El 5,000 for his six-week study tour.
