Which of the following most accurately describes the problem?

at frequent intervals I recently in my capacity as a traveller by coach, I believe that a real need exists for better arrangements to be made to cater for coaching parties in respect of refreshments. There seem to be many suitable premises which could carry out such work, but which are not employed to . any great extent It is advisable that they should have parking space for the vehicles and good facilities in the way of comfort, apart from the important matter of quality of food.

It appears that more could be done by arrangement between coach operators and the caterers.
