Which of the following most accurately describes the problem?

• The duration of the eight vehicle licence held by W Outram & Sons of Sheffield is being cut so that it expires at the end of next May following three vehicle prohibitions.

Eastern Licensing Authority John Mervyn-Pugh said that though he accepted the company had done its best to put its house in order, three prohibitions were three too many; there was no room for bad operators in Eastern England.

It was not his task to take licences away, provided operators did what he asked of them in regard to safety, but when he was let down by an operator that licence would be revoked — no matter how many vehicles were on it. Evidence was given that the person in charge of maintenance had been replaced, the periods between inspections had been reduced and the drivers had been made aware of the fact that their jobs, as well as the company's licence, were on the line.

After it was said that a new driver defect reporting system had been introduced, Mervyn-Pugh said that if drivers were required to hand reports in daily it would really bring the situation home to them.

Giving his decision, MervynPugh said the company would be called to public enquiry on renewal and if everything was in order he would grant a twoyear licence.
