Which of the following most accurately describes the problem?

• To relieve traffic congestion and the long queues of vehicles waiting to deliver cargo for vessels loading for Australia and New Zealand, the Mersey Docks and Harbour Board has allocated an additional berth for the Australasian trades. This berth at West Gladstone Dock will supplement the berths at N.E. No. 2 and N.W. No. 2 Gladstone. Traffic problems became acute after the Australian trade had to vacate berths at West and North Gladstone which will be required for work in connection with the new Seaforth Dock.
