Which of the following most accurately describes the problem?

THE ROAD Haulage Association man from the Western Area. He as vice-chairman since 1978, and Vice-chairman Bert Neely, of A. Neely Ltd, of Birmingham, is now senior vice-chairman, and National Freight Consortium director Jack Mather is vicechairman, marking the most significant sign so far of the healing of the rift between the RHA and Britain's one-time nationalised haulage operators.

By tradition, vice-chairmen serve for four years before being elected as national chairman.

Two new members have been elected to the RHA board. They are Barry Hempsall, of C. J. Hempsall and Sons (Contractors) Ltd, of Newark, and Cyril Bridge of C. W. Bridge (General Haulage) Ltd, of Huntingdon. Ted Hains of P&O Road Services, of Felixstowe, John Midgley of J. B. Midgley and Sons, of Leeds, and Glyn Samuel of Flowers Transport, of York have been re-elected to the board, and former national chairman Ken Rogers has been co-opted to the board. Mr Rogers was an executive with Tate and Lyle Transport, but is not returning there. Instead, he is serving as a director of other haulage companies and in transport training in East Anglia.

Two former national chairmen, Noel Wynn and John Silbermann, have stood down from the executive board. Mr Wynn has retired from haulage and Mr Silbermann wishes to devote more time to his business activities.
