Which of the following most accurately describes the problem?

• Coach operators could find their vehicles caught in a backlog of coaches waiting to be fitted with speed limiters, required by law from 1 April.

Coaches first used between 1 April 1984 and 1 April 1989 must have the limiters in place by 1 April this year or they will be banned from the road. According to an industry source, operators have until now been very slow to get the work done. Transport Minister Robert Atkins says he has no evidence that the campaign is being delayed by the speed of operators' response.
