Which of the following most accurately describes the problem?

but subsequently had to scrap the vehicle and the licence still remains in the former operator's name. I have not sufficient capital to buy another vehicle. Would I get a refund if I sent the licence back to the Licensing Authority?

AWe presume you purchased a vehicle for £3 2 5 without having applied TO the LA for a B licence to be issued in your name in place of one surrendered by the former operator. It is not legally permissible to purchase a carrier's licence and you would receive no refund in respect of any unexpired portion of the previous operator's licence if you were to return it to the LA who issued it.
