Which of the following most accurately describes the problem?

THE GOVERNMENT'S legislative proposals on picketing should include measures to prevent injury to pickets, such as those occurring during the recent lorry drivers strike, suggested Bob Cryer (Labour, Keighley) in the Commons.

He was told by Patrick Mayhew, Under-Secretary for Employment, that the criminal law already forbad the deliberate inflicting of injury, save in reasonable selfdefence.

The civil law already provided a remedy not only for injury deliberately caused, but also for injury caused by negligence, added Mr Mayhew.

His department would certainly wish to discuss with the TUC how best to ensure that any picketing was lawful.
