IN COMMONS replies, Transport Minister Norman Fowler has — at the request of Mrs Thatcher — announced an urgent review of the official bodies to which he appoints members other than civil servants, and is to consult with the Environment Secretary about the possibility of using inland waterways to carry more freight.
