Which of the following most accurately describes the problem?

THE Western Licensing Authority's attitude towards bus services to factories was outlined on Tuesday when Mr. G. D. Leason, Lydncy, successfully applied to operate between Blakeney and the works of the Whttecroft Tin Manufacturing Co. Red and White Services, Ltd., objected on the ground that their existing service, which lost money, was adequate.

Mr. A. H. S. Moore, of the Whitecroft concern, said that the Red and White service caused delay among homcgoing workers. The company found it difficult to obtain employees because of the service, but no complaints had been made to the operators.

The Authority said that although it was his duty to protect regular operators, special, circumstances existed in this case. Manufacturers had been induced to enter the development area and he thought it was his duty to help them. Workers had to wait 20 minutes for a bus in the evenings and this was unnecessarily long.
