Which of the following most accurately describes the problem?

AN appeal by Paisley Town Council against the Scottish Licensing Authority's grant of permission to the Western S.M.T. Co., Ltd., to operate a stage service. between Braehead and Cotton Street, Paisley, has been rejected with costs by the Minister of Transport.

In his decision, the Minister states that he agrees with his inspector that there is a need for the service, and that the route for which a licence was granted is temporarily suitable. The Minister has noted that when the ring roads are ready, the company intend to apply to use them, instead of the present route.

Referring to the inspector's suggestion that the appeal should be allowed to the extent of imposing an additional condition that the grant of the licence should expire on an earlier date than that fixed by the Authority, the Minister has been advised that it is doubtful whether he could make an Order to this effect.
