Which of the following most accurately describes the problem?

THE FREIGHT Transpoi t Association is claiming a major victory after London Mayor Ken Livingstone said he will consider cutting the congestion charge minimumentry level for fleets from 25 to 10.

Currently only hauliers who operate over 25 trucks are eligible to join the 'pay and forget' scheme. This enables them to deposit an advance payment with Transport for London to cover their estimated monthly congestion charge. However, operators with fewer than 25 trucks have been forced to pay the fee daily.

Steve Bennett, chairman of the Greater London Freight Council and head of fleet management at Securicor UK, says this is a significant win: "Commercial vehicle operators have more than enough problems to deal with when delivering in London and this decision promises to remove administration headaches for potentially hundreds of firms.

This commonsense ap proach by TfL and FTA's consistent campaigning should not only benefit hundreds of companies, but will also help to reduce the financial burden of the scheme."

The consultation is due to be published in the next two weeks.

• TfL has denied recent press reports that it plans to raise the penalty for failing to pay the congestion charge from £80 to £100 to boost its funds.
