Which of the following most accurately describes the problem?

LTHOUGH a company seeking an A 1—k licence for 22 vehicles and three articulated. outfits from Mr. W. F. Quin, Scottish' Licensing Authority, last week, were prepared. to give up another for 29 vehicles, their application was described as excessive -by the objectors, who considered that a half-grant would be enough., Mr: W. ' Kerr, of McIntyre, Ltd., Greenock, the applicants, said that the 29 vehicle? traffic had vanished because of a conversion tp bulk haulage of a customer's, 'sugar. Westburn Sugar Refineries, Ltd., Greenock, the customer, sought to, compensate McIntyre by offering more traffic to Glasgow and Ardrossan, The application was for units to be acquired. A normal user for general goods in .the south of Scotland was required. It was stated that new business had been gained.

Mr. I. Law, for •• Road Services (Caledonian), Ltd., who objected, said that traffic other than sugar represented only 7 per cent. of the applicants' work. British Road Services also objected. • Mr. R. Mackenzie, for McIntyre, said that his clients were prepared to amend the application to 18 vehicles and three articulated outfits. He accepted a suggestion that the normal user should be revised to read "general goods, mainly sugar and goods thereto."

Mr. Quin reserved his, decision.
