Which of the following most accurately describes the problem?

• The AA has warned of dire consequences for industry and the economy if the Government drags its feet over proposals to transfer ownership of Britain's roads to national and regional corporations.

The motoring organisation wants the Government to introduce the plans before the next General Election, but ministers believe them to be too complicated and costly to be rushed in before then.

The proposals mean that long-term building, maintenance and planning of the road network would be handed to

private

and public sector corporations. The Governtnent supports the plans but is likely to delay a decision because of uncertainty on how funds would be raised.

The AA wants to raise cash by reforming tax on fuel nationally, but the Government is believed to favour putting more tax on fuel sold in regions where congestion is heavy.

The AA has put its worries before the Treasury Select Committee which meets later this week.
