WEST MIDLANDS Deputy Traffic Commissioner Lester Maddrell has imposed environmental conditions on the two-vehicle licence held by Wolvey, Warwicks-based Trevor Palmer.

The firm, which trades as'FM Palmer & Sons, heard that neglect of the conditions could result in fines of £2,000 per incident and action by the TC.

Palmer had been called to a Hinckley public inquiry for a five-year licence review following corn plaints from neighbouring residents. Residents of the adjoining property, known as the Old Granary told the DTC that vehicles were intentionally parked close to their boundary to annoy them. They produced photographic evidence.

A traffic examiner told theTC that Palmer had said to him "I only park that vehicle there because! know that it annoys him next door."

The DTC said that unquestionably the operation of large goods vehicles at the site would have an adverse effect on the use and enjoyment of the Old Granary, particularly when a rural area would be expected to be quiet. Large goods vehicles parked in sight of the garden or windows of the Old Granary would be unsightly and inconsistent with the general environment.

Maddrell imposed conditions relating to the parking of the vehicles and the times at which they could be operated. He also banned maintenance at the site and restricted the permitted size of the vehicles to 7.5 tonnes.
