Which of the following most accurately describes the problem?

SUCCESS in cutting down vehicle accident rate has been achieved by an old established North London haulage company, A. Pannell Ltd., by means of an incentive scheme to drivers.

Records are kept of all accidents including those causing only slight paint damage and those for which a claim was made against a third party. In each of the past two years a substantial decrease has been recorded. The drop was 10 per cent from 420 accidents in 1965 (December 1964—November 1965) to 378 in the following year, and a further drop to 300 in the year ended November, 1967. Mr. G. D. Pannell, a director of the company, attributes the improvement to a great extent to the scheme for cash awards to drivers which started in November 1964. In the first year bonuses were earned by 23 drivers who were involved in no accidents of any kind, however slight, for which they were to blame. Each driver received £48 and 10 of them who have now completed 24 accidentfree months will receive a further £60. The total paid to drivers in the two years is £3,000.
