Which of the following most accurately describes the problem?

THIS week, the Scottish deputy LA, Mr. Wells took action under section 178 of the Act against James Fleming (Anstruther) Ltd., of Fife, for operation outside his normal user on an A licence authorizing six vehicles.

Drivers records showed that the fleet had been used outwith normal user to the extent of 35 per cent. Mr. Wells said that operators had to understand that when a licence was granted it had to be used for the specific purpose as shown on the application and for no other purpose. This was a serious case, he said, which was deliberate misuse of a licence. He suspended two vehicles for 12 months each.

An application lodged by Fleming to bring two A licenses under one normal user was withdrawn.
