Which of the following most accurately describes the problem?

THE Yorkshire Traffic Commissioners last Friday refused permission to East Yorkshire Motor Services to increase fares on the Homan and Withernsea routes.

At a previous sitting the company told the Commissioners they stood to gain more if the application were refused than if it were granted (see page 658. The Commercial Motor, December 15).
