• Durham will become the first UK city to introduce tolls on motorists when it quietly introduces a ,E2 congestion charge next month.

Transport Secretary Alistair Darling has approved a plan to charge drivers—including those of commercial vehicles—£2 each time they leave the city's historic centre.

Durham County Council leader Ken Manton says it was important to manage "the very restricted road space we have".

The scheme is due to come in at the end of September or at the beginning of October. At the same time the Freight Transport Association has urged the Scottish Executive to exempt goods vehicles from the proposed congestion charging scheme in Edinburgh.

The ETA insists that the price of retail goods will rise if operators have to pay the charge.

Nottingham is also gearing up to introduce a charging scheme while Leeds, Birming ham, Bristol, Cambridge, Chester, Reading, Milton Keynes and Derbyshire councils have drawn up plans.
