Which of the following most accurately describes the problem?

a £2-a-day toll after Edinburgh City Council was given the go-ahead to introduce congestion charging in the Scottish capital.

This follows a 10-week public inquiry into the scheme, which is expected to bring in £740m for public transport improvements.

The council has proposed a twocordon scheme: one inside the ring road and one around the city centre, with a daily charge of £2 for inbound traffic between 7am10am for the outer cordon and 7am-6.30pm for the inner cordon on weekdays. There would be no charge at weekends.

Trucks will not be exern pt.much to the disgust of local operators. Carl Olufsen, area fleet manager for Motherwell-based DHL Express, says:"We have a job to do and no choice but to go into the city to deliver the goods that keep it thriving. We have a depot on the edge of the zone but have not really looked at how much congestion charging will cost us as the concept looked questionable, but it is now something that we will have to consider."

Councillor Donald Anderson says: "At present, our transport infrastructure places us at a serious disadvantage to other European cities. This is an opportunity to create a world-class transport system for a world-class city."
