Which of the following most accurately describes the problem?

A four-point official objection to proposed [creased tolls for the Mersey Tunnel has :en made by the FTA to the DoE.

The Association has told the Secretary of :ate, Mr Peter Walker—who must approve [e new toll structure—that: the overall increases are too severe and are 3t proportionately spread over different asses of Tunnel user; the percentage increases are heavily iased against goods vehicles between 2 and 5 tons and also over 5 tons unladen weight; 12 the increases would put an unfair burden on the cost of goods carriage in the area; El the severe increases would be reflected in transport charges, leading to increases in costs.

Under the proposed scale a vehicle over 5 tons would pay 50p, an increase of nearly 150 per cent.

Formal protest to the proposed increases in Mersey Tunnel tolls has also been made by the Merseyside Chamber of Commerce and Industry. The basis of charging suggested by the transport committee is: vehicles exceeding 2 tons unladen weight with two axles (four-wheeler), 25p; vehicles exceeding 2 tons unladen weight with three axles (six-wheeler), 35p; vehicles exceeding 2 tons unladen weight with more than three axles, 45p; and all other vehicles exceeding 2 tons unladen weight towing a trailer, 50p.
