Which of the following most accurately describes the problem?

THREE PRIVATE milk haulage contractors facing complete loss of business from the decision of the Scottish Milk Marketing Board to stop milk haulage contracts in South-west Scotland and to haul their own, appealed to the Committee of Investigation in Edinburgh last week contending that there was no justification for the Board's decision.

The firms concerned, W. & J. Duncan of Beith, A. McC. Jack of West Kilbride and J. H. Watson and Son of Irvine, have been working at full capacity for some years and urged the Board to leave collection to competitive tender.

The Board's argument is that it hauls only 20 per cent of its milk i.tself, against 60 per cent by the English Board.

It plans to reduce private hauliers' share to 40 per cent of milk volume, and believes the policy will save ten per canton haulage bills.
