Which of the following most accurately describes the problem?

IN AN appeal against the decision of the West Midland LA, T. A. Harrison, a self-employed fruit salesman, of 38 Hereford Avenue, Clayton, Newcastle Under Lyme, Staffs, had the suspension on his vehicle reduced from six to three months. Mr G. D. Squibb, president of the Transport Tribunal, said that the appellant had been in trouble before over not keeping the correct type of maintenance records, but because there was no evidence of the operator's vehicles being on the road in a dangerous condition Mr Harrison was entitled to some credit.
