Which of the following most accurately describes the problem?

ADRIVING offence committed before May 29, when the "three offences in three years" disqualification came into effect, will definitely count towards the driving ban. Mr. Marples made this clear in the Commons this week when Opposition front-bench member, Mr. George Strauss, asked that an offence committed before May 29 should not count.

Pointing out that two of the offences had to be committed since this date the Minister said that the Road Traffic Act of 1962 had been on the Statute Book since last August, so that the public had had ample opportunity to become aware of this provision and of the fact that he could bring it into operation at any time by Order.
