Which of the following most accurately describes the problem?

TEN vehicles were granted to I. R.

Dunkerley (Transport), Ltd., Chipping Sodbury, by the Western Licensing Authority, Mr. S. W. Nelson, at Bristol last week, when they applied to renew their six-vehicle B licence and asked to add a further four vehicles which had previously been specified in contract A licences with the Golden Valley Colours, Ltd., and Redland Tile Co., Ltd. The application also included additional conditions to be added to the licence, to carry full and empty containers within 175 miles.

Giving evidence, Mr. I. Dunkerlcy, a director of the applicant company, said that if granted, the new condition would allow his company to carry in the containers goods for anyone. and would be equivalent to an A licence.

Mr. T. D. Corpe. for the applicants, told the Authority that his clients, under all the circumstances, would not proceed with that part of the application which would permit the vehicles to carry full and empty containers.
