Which of the following most accurately describes the problem?

• Bus companies are cutting their own throats because of their inability to appreciate the simple needs of passengers, says Buswatch, the bus users' monitoring group. Bus passenger numbers are said to be falling in some parts of the country, and this is attributed to operators' failure to provide adequate information at bus stops or even to indicate bus destination.

Almost 25% of bus stops have been found to lack any sign to show that buses actually stop there, and only 22% have timetables. Even when travellers discover a stop, fewer than 10% will find route maps or fare tables.
