Which of the following most accurately describes the problem?

• North Western Traffic Commissioner Martin Albu has reserved his decision on a request by Cumbria County Council for a traffic regulation to restrict local bus services. The council wants to stop Cumberland Motor Services from running buses along four roads in Carlisle: Green Lane; Kirkstad Road; Acredale Road between Kirkstad Road and Moorhouse Road; and Buchanan Road between Ridley Road and Mount Pleasant Road. It also wants to prohibit buses more than 7.4 metres long and 2.3 metres wide from using Lediard Avenue and Lund Crescent between Lediard Avenue and Jubilee Road.

Albu was told that the traffic regulation condition was needed to prevent danger to road users, particularly to school children.

For CMS Michael Waller pointed out that the request was not supported by the police. He also maintained that buses ran over many other roads in Carlisle that were as bad or worse.
