Which of the following most accurately describes the problem?

OBJECTORS' appeals against an independent's licence for a Glasgow commuter coach service have been rejected by former Transport Secretary Tom King and by the Department of Transport inspector.

Strathclyde Region and Western Scottish objected to the licence for a Largs-Glasgow service being granted to Bennett's of Kilwinning (CM, February 26, 1983) as it would imperil the future of the Largs-Ardrossan rail lines, and abstract traffic from Western.

The DTp inspector said this was not necessarily against the public interest, as a replacement bus service would be cheaper, and the public would benefit from a wider choice of services.

In the meantime, Western has been operating Bennett's service, Bennett has been acquired by Stagecoach of Perth, and Strathclyde has recommended electrification of the railway.
