MIR. II. RICHES, the Northern ScotIVIland Authority, dealt with a novel point, on December 13, when Mr. J. W. Hepburn, who had originally applied for an A licence, but had changed his application to a B licence, which was granted, made a fresh request to have the B licence withdrawn and a Class A licence granted in its stead.

The applicant stated that he had been erroneously told that an A licence restricted the operator to the use of stated roads, and he had, therefore, sought a B licence.

Mr. Riches pointed out that, at the previous hearing, the solicitor then representing Mr. Hepburn had stated that the applicant carried oil fuel in hulk for sale to owners of fishing vessels, and, in his application form, Mr. Hepburn described himself as a coal and firewood merchant and haulage contractor. , The applicant asserted that he had never sold oil fuel and that he had ceased selling coal in December, 1933. The London and North-Eastern Railway Co. representative was of the opinion that the applicant ought to prove from his books that he had ceased to sell coal. The case was adjourned for additional particulars to be supplied, but later the applicant's solicitor was given leave to withdraw the application.
