Which of the following most accurately describes the problem?

THE DEPARTMENT FOR TRANSPORT (DfT) has dismissed suggestions of a trial for national road pricing after reports this week claimed that eight regions had been selected for pay-per-mile trials in 2010.

According to national press reports, 100 cars will be selected for the trial, in each of the eight areas, including Leeds, North Yorkshire. Milton Keynes, Buckinghamshire, south-west London, Suffolk and Essex. A satellite will track the vehicles' movements, with drivers receiving a weekly or monthly bill depending on when and where they drive.

However, a DfT spokeswoman told CM "There is nothing happening and there is certainly not this level of detail."
