Which of the following most accurately describes the problem?

• Goods vehicle traffic for the second quarter of 1997 rose by 8% compared to the same quarter last year, according to provisional figures published by the Department of Transport this week.

Distances travelled by goods vehicles increased from 29.7 billion kilometres in 1995 to 30.8bn in 1996. The latest information indicates the volume of goods traffic will be still higher for 1997, with 16bn km travelled in the first six months.

While traffic growth on trunk and principal roads remained small, the growth on the number of miles covered by goods vehicles on motorways grew by 13%, and on minor roads 12%, compared to the second quarter of 1996.

Overall, goods vehicles on motorways were up 5% to 35%, compared to a 2% growth in car traffic to 16%. Light van traffic has also increased by 5%, up from 9.7bn to 10.6bn km.
