representations dr16 the Minister of Transport is considering making amending regulations under section 72 of the Road Traffic Act 1960, with the effect of reducing the number of people required to be employed in driving certain heavy or light locomotives.

The present position is that two persons have to be employed in driving or attending a heavy or light locomotive whilst it is being driven on the highway, and additional persons when such a vehicle is drawing more than one trailer. This is also true of a lorry-mounted crane, which is not permitted to draw any trailer.

The Minister therefore proposes to insert an additional sub-paragraph in Regulation 110(1) of the Motor Vehicles (Construction and Use) Regulations providing an additional exemption as follows: "(n) in the case of any heavy locomotive or light locomotive propelled by the combustion of liquid fuel or by electrical power and not drawing a trailer ".

It will be noticed that it is intended to retain the requirement for an attendant for any solid-fuelled locomotive and when a trailer is drawn.

Any comment on these proposals should be submitted to the Minister of Transport not later than September 7.
