Which of the following most accurately describes the problem?

Further to our definite announcement of last week, we are now happy to be able to inform our numerous supporters that no fewer than 2,000 large wall-cards, with the "twenty points " printed in large type. varnished over, and suitably eyeletted, are nearly ready for issue throughout the Metropolitan Police Area. They will be exposed, for public information, in the halls, lounges and other convenient parts of leading clubs, hotels and restaurants, following direct arrangement with their seeretaries, managers, or other responsible persons. So far as the issue in pamphlet form is concerned, we are putting through a first edition of 50,000 copies, and the necessary steps to secure their effective circulation are being taken. The object of the issue of these " twenty points." the full text of which will be reproduced in our issue of next week, is to help to establish correct and equitable relations between the public and taxi-drivers, and to secure the uniform treatment of extras. It is against the interests of all parties—drivers„ owners and the public alike—that any ambiguities should be allowed to exist : we are determined to break down such opportunities for fraud and the retell tun of elements of uncertainty. Whilst, however, we support the proper recording and paying-in of extras, we are preserving a perfectly-open mind on points upon which drivers consider they have grievances, in which connection we have pleasure in giving publicity, this week, in our correspondence columns, to a statement of the driver's case.
