Which of the following most accurately describes the problem?

THE OWNER OF Mold, Clwyd-based haulier JD Owen is talking to transport officials in Brussels in a bid to gain European backing for his proposed truckstop at A55331.Dai Owen submitted plans for the truckstop and office complex to Flintshire County Council two months ago after 18 months' preparation. He pushed ahead with the plan after one of his drivers was attacked while parked up in a layby (CM 12 April,A55 truckstop planned in wake of attack on driver').

The plan has been met with local opposition, but Owen hopes support from Brussels, the local Chamber of Commerce, the Confederation of British Industry, the United RoadTransport Union and the Road 1 laulage Association will show local planners how important a truckstop is to the area.

"A truckstop is much needed on the A55," he says."I have spoken to drivers parked up in laybys in the area and they are all for the provision of secure parking and facilities for drivers."
