Which of the following most accurately describes the problem?

5.15 Passenger Transport Areas are designated by the Minister (the Secretary of State in Scotland and Wales). Greater London is entirely excluded; subject to this any area may be covered but (as indicated above) the arrangements are primarily intended for conurbation areas, initially four in England and Wales: Tyneside, Manchester, Merseyside and West. Midlands.

5.16 The procedure will be for the Minister to consult with the local authorities and to consider the representations of bus operators concerned and then to make an Order. Among other things this Order will provide for the establishment of two bodies charged with the duty of promoting an integrated and efficient system of public passenger transport within the designated area. These two bodies are:—

(a) a Passenger Transport Authority (PTA) consisting mainly of representatives of local authorities plus Ministry representation; (b) a Passenger Transport Executive (PTE) appointed by the PTA which is in effect the operator, though, as will be seen later, its powers may well be exercised through the medium of subsidiary companies.
