Which of the following most accurately describes the problem?

4.57 Hitherto in referring to freight integration in the "public sector" I have had in mind the major interests in BR and the THC. But all the nationally owned corporations have to some degree an interest in transport and the Bill takes this into account. It provides for the setting up of a Freight Integration Council to advise the Minister on matters relating to the provision of an integrated freight transport service by the following bodies:—

(a) National Freight Corporation; (b) Railways Board; (c) Docks Board; (d) Waterways Board; (e) Scottish Group; (f) BOAC; (g) BEA; (h) British Airports Authority; (i) Post Office.

4.58 It will be the duty of the Council to consider any matter relating to the provision and operation, by the relevant transport authorities listed above, of an integrated freight transport service. 4.59 Such matters maybe referred to it by the Minister; and the Council may consider such matters on its own initiative and make recommendations to the Minister. In the light of those recommendations the Minister may give directions to those authorities that come within his jurisdiction, i.e. the first four bodies *mentioned in 4.57.

4.60 The Council will consist of an independent chairman, the chairmen of NFC and BRB, two persons appointed in consultation with transport trade unions and four other persons, i.e. not more than nine in all.
