Which of the following most accurately describes the problem?

WHEN two brothers, both ex-ServiceVV men, were granted a B licence to carry building materials within a 15mile radius of Throckley, Mr. S. W. Nelson, the Northern Licensing Authority, urged them to reconsider investing their gratuities in the haulage business.

He stated that, because of opposition, he was obliged to impose the. 15-mile limit, and he added that he did not want the applicants to lose their money and then attribute their failure to the mileage limitation.

Mr. Nelson added that, to-day, the haulage business was highly competitive. Nobody knew, he said, how many people lost their money in haulage after the first World War. He pointed out that the brothers were not compelled to take out the licence granted to them, and he urged them to reconsider the position.

Mr. J. Stephenson, a disabled exServiceman of Ferryhill, was also granted a B licence to start a haulage business. He was permitted to carry goods within a 25-mile radius of Ferryhill, with additional permission to carry road-building materials within a radius of 10 miles.
