charging system is on the cards if the European Commission (EC) gets its way, according to John Berry, (right) principal administrator of the EC's Intelligent Transport Unit.
"The aspiration is there for road charging across Europe despite the fact that many member states are scared," he says. "London did it because of Ken Livingstone's bloodyminded genius, and Ts the way forward because of growing congestion."
Germany. Austria and Switzerland already have national systems in place and the Electronic Fee Collection Directive is designed to spread its adoption. Another European initiative, the Transport of Livestock Directive, could hit the pockets of livestock hauliers by requiring them to install satellite tracking.
