AMOTOR taxation plan which he has formulated as an alternative to the present basis was put forward by Mr. F. A. Lapish, president of Brighouse Chamber of Trade, at last week's meeting of the Chamber. Described as a " pay-as-you-go" plan, it provides for a fiat rate of taxation of E1 per year—operating for 12 months 'from whatever the date of origin, so as to obviate renewal peak

periods—for every type of vehicle, and a fuel tax (independent of existing fuel taxation) of 6d. per gallon on petrol and a corresponding tax on oil fuel.

Mr. Lapish, who is a corn and seed merchant and haulier, said that his plan would help the small motor user by making taxation primarily dependent on fuel consumption, and it would assist vehicle manufacturers by abolishing the restriction on design.
