Which of the following most accurately describes the problem?

THE BRITISH ROAD FEDERATION has criticised the Government for not allocating sufficient resources to the road programme in its public expenditure figures released last week (CM,November 13).

It said: "The Transport Secretary may be cutting local transport subsidies, which we welcome, but he has failed to switch this money to road construction.

"Capital expenditure on roads, which creates real jobs and pro vides many other economic and social benefits, will remain virtually static. Money saved from current transport expenditure budgets should have been channelled into a priority programme for more new relief roads and bypasses," the BRF added.
