Which of the following most accurately describes the problem?

A SUGGESTION that tolls should be charged until the cost of reconstruction of the Great North Road through Kesteven is recovered is contained in the annual report of Mr. R. K. Dalton, Kesteven county surveyor.

If the road were widened to the proposed 140 ft. it would cost £160,000 a mile, he says. But even if the money were available, it would take 50 years or more to reconstruct only the country's most important roads. Mr. Dalton suggests,' therefore, that the roads be widened to 30 ft, which would mean that 12 times the length of road could be improved for a given sum.
