Which of the following most accurately describes the problem?

SOME of Britain's roads, including trunk roads, have begun to deteriorate, according to the National Road Maintenance Condition survey for 1981.

The results of the survey have boosted the British Road Federation's confidence, and it commented last week: "At last the Government has conceded what the British Road Federation has been saying for some time — Britain's roads are getting worse, not better."

And it went on: "The rot will continue unless the Government takes immediate action to reverse the decline by restoring and increasing road maintenance budgets."
