Which of the following most accurately describes the problem?

PAY'vfENTS of about £40.000 a year will be made to bus operators for the provision of additional services in the areas affected by the 22 passenger railway lines whose closure was announced this month.

This estimate was given in the Lords by -Lord Chesham, joint Parliamentary Secretary to the Ministry of Transport, when he was questioned about the savings expected from the closures. The estimated savings of 1838,000 did not take account of any of these payments of bus operators, nor of parcels receipts, said Lord Chesham.
