Which of the following most accurately describes the problem?

Many brilliant driving performances at LDoY rounds are reported in CM throughout the summer but I've heard several people mention recently that some noticeably bad scores are recorded—not only on the manoeuvring tests, but, more reprehensibly, on the Highway Code test. At the Essex Centre at Warley recently I'm told one driver incurred 34 HC penalties (out of a possible 60). The worst overall score that day was by a tanker driver who returned a card of 5.55.210.8.210—total 488. Bearing in mind that the worst possible marks are 60.150.210.210.210—total 840, 488 is a dreadful score for a professional driver. From an entry of 113 at Warley, seven reached the 400 mark and 23 (about 20 per cent) scored 300 or more.
