Which of the following most accurately describes the problem?

BEVERLEY BELL, Traffic Commissioner for the North Western traffic area, is bang on the money that the transport industry as a whole has failed to embrace Driver CPC (CM 13 January).

It is the way forward. And when operators that have got it wrong but intend to get it right face the TCs, the TCs should use the undertakings route.

That means the Driver CPC and the licence holder will complete a two-day refresher course and all their drivers will commence their Driver CPC with emphasis on daily walk-round checks, current hours rules, regulations and road safety. When tackling a problem, the source is with the driver and the operator.

More use should be made of the graduated fixed penalties to bring the issues home to the driver.

If we get the daily walk-round check right and the hours regulations right, it will go a long way to improving road safety and the road transport industry.
