he Transport Tribunal said : these circumstances had not inspired the LA with confidence so he restricted the grant.
Dismissing the appeal the Tribunal held that Mr Parker was in fact starting a new business with a new operating centre.
"The Licensing Authority was in our view fully justified in having some misgivings about the way in which the appellant would conduct this new venture in the somewhat unfavourable circumstances disclosed in the evidence," said the Tribunal.
