Which of the following most accurately describes the problem?

THREE tachograph manufacturers—Lucas Kienzle, Smiths Instruments and Veeder Root —have been asked by the Department of the Environment to apply for authorisations for tachograph fitting and calibration centres.

Initially they are to be confined to 50 centres each. These will comprise those centres equipped with rolling roads.

This follows last week's announcement that draft regulations have been circulated to allow tachograph discs to be used in place of manual records, especially for Continental journeys.

It has, in theory, not been possible for operators in this country to use tacho discs as officially acceptable records because fitting and calibration centres have not been authorised by the DoE.

When the draft Regulations become law, those centres recommended for authorisation will be ready to install and seal instruments to allow British operators to conform to EEC requirements on the Continent.

The service will not be confined to Continental operators, however, and operators engaged on internal United Kingdom haulage will be able to have their instruments sealed so that the discs produced will be acceptable in place of manual records.
